In the context of regional developments shaping new contours for the business environment and institutional stability in Iraq, the Iranian Parliament Speaker, Mohammad Bagher Ghalibaf, concluded his official visit to the capital, Baghdad, with a series of assurances carrying significant implications on the legal and security fronts, which will directly impact the investment climate in the country.

(a) Commitment to the Iraqi Constitution and National Sovereignty The Iranian side clearly emphasized its commitment to non-interference in Iraq's internal affairs, declaring its full support for any political or security agreements concluded between Iraqi parties and the government. It was affirmed that this support is conditional upon these agreements being within the framework of the Iraqi Constitution and in a manner that preserves the country's independence and absolute sovereignty, thereby enhancing confidence in the stability of Iraq's constitutional and legal institutions.

(b) Activating Joint Security Agreements The three-day visit, which included meetings with the Iraqi presidencies as well as senior security and judicial officials, witnessed a significant focus on activating the joint security agreement previously signed between Baghdad and Tehran. The discussions centered on the following points:

  • Securing the shared borders and implementing the legal provisions of bilateral agreements.

  • Establishing sustainable security that reflects positively on the new regional order.

  • Preparing for the withdrawal of foreign forces, a step described as essential for consolidating full Iraqi sovereignty without any external interference.

(c) Positive Reflections on the Investment and Trade Climate Alongside the political and security files, the economic aspect was strongly present. Extensive meetings were held, bringing together a select group of Iraqi merchants and Chamber of Commerce representatives, as well as investors and economic activists. These meetings are of paramount importance, as the stability of border security is considered the primary driver for enhancing trade exchange and stimulating the movement of capital between the two countries.
