The Deputy Minister of Planning explained in official statements that the project to unify the salaries of state employees faces complex obstacles that can be divided into two main tracks:

  • Financial obstacles and budget depletion: Implementing the new scale requires massive additional financial allocations to raise the salary levels of the lower employment grades (from the sixth to the tenth grade). This requirement constitutes a heavy burden that is incompatible with the state's current financial realities, especially given the suspension of job bonuses and promotions due to their connection with the enactment of the general budget.

  • Legislative conflict and special allowance laws: The most prominent legal challenge lies in the existence of a system of special laws and legislation that grants exclusive privileges and exceptional allowances to specific ministries and entities (such as Higher Education, the Ministry of Foreign Affairs, and the Ministry of Electricity).

The Ministry emphasized that the real gap and the imbalance in employment equity do not lie in the "nominal salary," but rather in the disparity of "allowances," which in some institutions can reach double the basic salary. Consequently, the competent committees concluded that the present time may not be suitable for implementing the scale, leaving the decisive resolution in the hands of the executive and legislative authorities.
