Contractual Violations at Baghdad Airport: Administrative Sanctions and Former Officials Referred to the Integrity Commission

The General Company for Ports and Air Navigation Management imposed administrative sanctions, including demoting the former director and referring officials to the Federal Integrity Commission, following contractual violations at Baghdad and Basra airports.

The General Company for Ports and Air Navigation Management issued a package of administrative penalties against several officials and employees after contractual and administrative violations related to the operation and management of Baghdad International Airport were established. Associated case files have also been referred to the Federal Integrity Commission.

Job Demotions and Referrals to the Integrity Commission

Measures issued under an official administrative order included:

  • Former Director of the Iraqi Airports Management Directorate (Hussein Ali Hussein Jaber): Subjected to a job grade demotion, with his file referred to the Integrity Commission for investigative and financial follow-up.

  • Deputy Director of the Airports Directorate for Legal Affairs (Ali Salem Hussein): His file was officially referred to the Integrity Commission.

  • Legal and Administrative Staff: Reprimand penalties were issued to several employees, including the Deputy Head of the Legal Department (Harith Muthanna Taha), for failing to formally record objections or notes regarding the concluded contracts.

Nature of Contractual Violations at Baghdad and Basra Airports

Administrative investigation findings cited irregularities across multiple contractual and investment files at Baghdad International Airport, some extending to Basra International Airport, centered on:

  • Contracts for leasing and operating VIP lounges.

  • Electronic gates and Fast Track service projects.

  • Leasing of offices and operational spaces within airport premises.

  • Exceeding authorized powers in renewing and signing contracts in conflict with the Baghdad International Airport development and rehabilitation project.

Reprimands Under the State Employees Discipline Law

Reprimand measures affected several committees and executive personnel under the amended State and Public Sector Employees Discipline Law No. 14 of 1991, due to:

  • Signing official contracts without documenting dates or noting legal breaches and remarks.

  • Approving bid receipt, handover, and site-measurement minutes for contracts marred by technical and legal defects.

  • Contracts and minutes concerning Baghdad and Basra airports being signed by personnel acting outside their designated job scope.

  • Documented involvement of employees attempting to conceal contractual records and primary documentation within the Legal Department.
