Historically and geographically, Iraq finds itself at the crossroads of regional and international rivalry. Amid escalating tensions between the United States and the Islamic Republic of Iran, coupled with frequent saber-rattling over military options, Baghdad faces a strategic test to safeguard its sovereignty and shield its land and airspace from the fallout of direct confrontation.
Restricting Arms to the State: A National and International Obligation
The issue of "confining weapons to state control" serves as the cornerstone for building a state governed by institutions and the rule of law. The priorities of Iraqi diplomacy have recently come into focus through understandings under which Washington extended the deadline on this matter until June 2027.
This extension grants the state room for internal dialogue to untangle the security complexities accumulated since 2003, moving away from ultimatums and threats of economic sanctions that could destabilize the country's fragile equilibrium.
Airspace Violations and the Challenge of Neutrality
Despite Baghdad’s persistent efforts to pursue disengagement, repeated aerial confrontations have highlighted the difficulty of maintaining complete insulation. Iraqi airspace has been utilized as a conduit for reciprocal strikes without an effective international deterrent, despite formal complaints lodged with the UN Security Council.
This reality confronts Baghdad with major challenges:
Strengthening Air Defense Systems: Striving to acquire adequate technological capabilities to protect Iraqi skies and prevent violations by any external party.
Recalibrating Border Understandings: Following through on border security arrangements, including addressing armed Iranian Kurdish opposition groups stationed in mountainous areas in accordance with domestic law and shared regional interests.
The Limits of Diplomacy and Realpolitik
While Baghdad successfully spearheaded mediation efforts in earlier phases, the entanglement of international interests today demands a pragmatic approach. This strategy centers on securing vital interests and energy corridors, preserving civil peace, steadily reinforcing national sovereignty, and urging regional and international actors to respect the sanctity of Iraqi territory.
